D-67's Reilly Leaving, Board OKs February Ask

The superintendent resigned, the board OK'd putting a referendum on the Feb. 26 ballot and the district changed the calendar to start school the day after Labor Day.

 

 

Dr. Jamie Reilly will resign as superintendent of Golf School District 67, which educates children from Morton Grove and Niles, at the end of the school year, it was announced at the district's board meeting Thursday.

The board voted to place a referendum on the Feb. 26 primary election ballot.

The district had asked voters to approve two referendum questions in the March election and voter defeated both. In the Nov. 6 election, voters approved one referendum question, for the construction costs of renovating its two school buildings.

However, the tax rate increase, which the district wants in order to restore teacher and teacher aide positions and programs it has had to cut, failed. It's that measure that will go on the February ballot. 

Board members also decided to push back the start of school until Sept. 3, 2013, the day after Labor Day, to accommodate the construction that will take place on the buildings over the summer. Reilly suggested that the district could eliminate the Columbus Day, Veterans Day, Martin Luther King Day and Pulaski Day holidays, and two days of winter break, in order to keep the schedule on track. She also said school could possibly be held on the Oct. 15 Eid holiday this coming year only. The board deferred identifying specific makeup days, but agreed to notify parents school would start Sept. 3 so that families could plan their summers.

What terrible news that Dr. Reilly is leaving our district. She worked hard to guide the district though our terrible financial mess. THANK YOU JAMIE.

So the Board is now asking the voters to again approve a financing referendum by voting last night before the December 10th deadline to place a referendum question on the February 26th ballot.
The Board almost has to place the SAME QUESTION on the April 9th ballot as the deadline for April 9 is January 21 - five weeks before the primary election on February 26.
If the referendum fails on February 26 with no question on the April 9th ballot, then the school district will have a wonderful facility built over this summer and summer 2013 but not enough money to run the district until the 2014 elections.
Interesting problem for the school board to face while again looking for a new superintendent - the district's 5th leader in 6 years.

As a former Golf Student, I'll be happy to mark NO to District 67. I am sure many will be happy too. But since you are so tax happy, here's a suggestion: spritz up your house a bit so your home can have a property reassessment . THEN you can do what you really love, giving more tax $ to Golf. Doubt you will do that. But anyone who are strapping for cash, VOTE NO and tell Golf to learn to live within their means like many have to right now. This tax raise will go towards their stupid contracts. I can bet you $$ on that.

Yes,Miss arrogant board president, the meetings need to have microphones so that all that take the time to attend, can hear what is said, If you are going to use visual effects, then use print on the screen that can be seen...Your rude behavior is unacceptable for someone in your position.

Joe, by law all board meeting executive sessions are recorded but I do not know of a requirement to tape regular sessions. Good idea.

Don, Joe is not asking for the meeting to be recorded, he is asking for them to either talk louder or use microphones. What are they trying to hide. Now that they are putting on the ballot in February, we must VOTE AND VOTE NO.

Several people indicated they could not see the figures that were projected on the wall, and requests were made for the board members to speak up so that they could be heard........one gentleman left early, saying he could not hear anything...During this time. Miss Arrogant chastised the people for not understanding board protocol and that what they were mumbling in their round table was supposed to be for their use only and not the public

Nomination papers for School Board member ends December 24.

Anyone interested in running for the school board only needs 50 registered voters signatures to get placed on the ballot for April 9.

Since the school office is closed on Christmas Eve December 24, Nomination papers for School Board member ends December 26 at the of the work day. Objections to the nominations ends Janaury 4 at the of the work day.

Anyone interested in running for the school board only needs 50 registered voters signatures to get placed on the ballot for April 9.

But it is going to be a lot of work for board memebers these next 4 years so be prepared to dedicate a great deal of time.

Residents of District 67. You can videotape the meeting. As long as you videotape the entire meeting, you can broadcast it on cable access. You would be doing a service to parents and all residents who pay taxes to Golf School.

There was a video camera going, I assumed it was from the media..hopefully he caught the dumbfounded look on Miss arrogant"s face when the question was asked if the salaries for golf school were the highest of any middle school in Il...{as posted in the Chicago Tribune}......and she attempted to move on with out answering.....all the guy wanted was a simple yes or no....

I have not seen this article but have been told Golf is 3rd in the township behind Niles North and Niles West which would place Golf first in Niles Township elementary districts. But Golf has a very senior staff with many teachers with 20+ years of service. In all union shops, the more senior the employee/the higher the pay. This certainly is the situation at Golf. Superintendent Greg Buchanon put in cost cutting measures several years ago and showed a surplus at the end of the year. What happened to change that year's surplus into a multiple years of negative cash flow? Certainly cutbacks in Federal and State programs but these were historically only 5 - 8% of the annual revenue. Same with grants and donations.
You will find it is directly realted to the valuation of our homes and the decrease in taxes paid by Kraft, Avon, Jennings Chevy and other businesses. Oh do not forget the frozen taxes within the TIF zones.

Here is the Tribune article - SD 67 is the highest with an average salary of $90,367 - We are also "lucky" to have the high school district with the highest per-pupil spending CHSD 219 at $22,915. The median household income for the village is roughly 63,500. What is wrong with this picture? The tax payers of this district need to draw a line in the sand and say no more!

School District Revenue is directly related to the funding budget formula:
TAX RATE X EQUALIZED ASSESSED VALUATION.
The area's assessed valuation is down.
The TAX RATE is at the maximum by law.
Therefore REVENUE WILL BE LESS.
The only way to increase revenue is to increase the assessed valuation and/or the TAX RATE. Housing prices are not going up in the foreseeable future.
The only alternative is increasing the TAX RATE which requires a REFERENDUM.
No one wants to pay more taxes. But without a good school district, new home buyers will skip this area and buy elsewhere. Fewer buyers will impact the price of all of our homes. AND as homes sell of less, the property's real estate tax goes down - further impacting the school district's revenue. Unfortuanately, to help protect our home values, a successful referendum will be required - either in February or April (if the board acts before Janaury 21) or the next election in March 2014.

Just looking at the photos posted with this article, I notice that all board members plus the superintendent have the exact same laptop. Coincidence? Or was money from the school's budget spent to purchase those? Can't they get their agendas, notes, whatever printed on paper? Why is so much unnecessary money being spent by this district? I agree with Katie -- we ALL have learned to live within our budgets during this horrible economic crisis, why can't the district do the same? Vote NO on February 26!

SD67 was one of the first districts to go online saving thousands of dollars in printing costs and delivery costs of board packets. Pick something else as this is a cost savings to the district.

SD67 Board has few choices after reducing programs and cutting back in expenses:
1. Ask voters for a tax rate increase. Which they will do every election until passed.
2. Give up and turn the district over to the State Board of Education and let them run the district.
3. Continue to pursue consolidation but every surrounding school district has already said no for the last 20 years.
4. Deannex portions of the district to other districts to 'lighten' SD67 load.
Such as the eastern portion of homes on Capri and Emerson surrounded by SD70 Parkview homes. They are only in the district due to a line drawn on a map 100 years ago.
Or maybe Niles children should go tot school with other Niles children in SD71 Culver? Children in villages of Golf and Glenview go to school in Glenview after these areas deannexed from SD67. But this is not an easy process.

So 5. revert to #1 and / or #2.
I believe if #2 is selected the State has the authority to automatically raise rates to meet the needs of the district. So at least with #1 the voters get a say.

Is the district trying to sneak this one through during a light primary election - Shame on you! I will vote NO and work hard to make sure my neighbors do the same - I am also considering putting together a list of salaries and raises over the last 5 years by teacher (it is public) and sending it to D67 residents or maybe publishing it as an op-ed in the Champion. This will allow the residents to compare it to their raises and benefits they received over the last five years Guess who go the better deal? The residents need to be informed.
