D’Amico Votes to Establish a Fiscally Responsible Budget

State Rep. John D'Amico votes to cap state spending in FY 2014 budget.

Building on his past efforts to control state spending, State Rep. John D’Amico (D-Chicago) recently voted to establish a spending limit as the House of Representatives begins the appropriations process.

“This spending limit, agreed to by Democrats and Republicans, provides the framework for budget discussions as we move forward,” said D’Amico. “I look forward to working to create a fiscally responsible budget. It’s time to tighten our belts and get the state back on the right track.”

D’Amico joined an overwhelming majority of legislators in supporting House Resolution 83 and House Joint Resolution 17. These resolutions set the spending cap for the state of Illinois at $35.081 billion.

The spending limit for Fiscal Year 2014 was determined after testimony from the Commission on Government Forecasting and Accountability (COGFA) and the Governor’s Office of Management and Budget (OMB). The House Revenue Committee set the spending cap using the COGFA estimate, which is believed to be more accurate.

The budget cap reflects all expected revenue for the state of Illinois, including all federal money. After meeting pension obligations, paying down bills, and other necessary spending, the Appropriation Committees in the House of Representatives will meet to determine how the rest of state revenue will be spent. These five appropriations committees will meet to go through the budget, line by line, and appropriate the necessary funds for elementary and secondary education, higher education, human services, and general state services.

“The state cannot afford to spend more money than it takes in and balance the budget on the backs of others,” said D’Amico. “Sacrifices are being made by hard-working families across the state. I will continue working to cut waste and push for fiscally responsible measures.”
