Incompetence or retribution

I found a 'water shut off' notice on my door this morning to be effective in four days.  The amount due matched my current bill, which
has no previous payments due and is in good standing.  One has to ask why this notice is given on a bill that is not delinquent.  Also, even if back payments are due, there is a procedure to first send out a warning notice of a payment in arrears.  Turning off one's water is
a serious matter and it certainly got my attention.  I paid the balance due at the village hall today and they had no explanation as to how this happened.  They even said my house was on a different billing cycle that should not have even been checked at this time.  How could someone screw this up?  It was either incompetence, or someone doesn't like my criticisms of the mayor of Morton Grove.
