Morton Grove give away

Reading about the deal Morton Grove gave to McGrath to move in amazes me that we were so generous.  Forgiving them 70 percent of sales taxes for 10 years and then 20? percent for the following 10 years until it hits 5 million.   That comes to three and a half million dollars we are giving to McGrath.  This is in addition to the over 200 thousand gift we gave them for improvements to the property.  Did we really need them that badly?  There is a good chance they will not be here long enough to make up for this gift.  Why were we so generous?
