Man never issued a driver's license

Juan Rodriguez, 21, of West Oakdale Avenue, Chicago, was charged with driving without a valid driver's license on Sunday at about 2 a.m. Police stopped him for failing to use a turn signal when turning left from Milwaukee Avenue onto eastbound Touhy Avenue, and when asked for a license, he produced an Illinois state identification card. A computer check found he had never been issued a license. His court date is July 15 in the Skokie branch of the Cook County courts.
