Fugitives were invited via letter mailed to their last known address by investigators from the Cook County Sheriff’s Central Warrants Unit, hence the “C.W.”

More than 10,000 letters were mailed welcoming them to partake in a survey on various home electronics. They would be offered $75 to test the electronics and could then keep the device they tested, according to a sheriff’s news release.
