More than 10,000 people received a letter from “C.W. Marketing” offering $75 to test electronics that they could then keep. Turns out the letters were sent to fugitives by the Cook County Sheriff’s Central Warrants Unit, hence the “C.W.”

More than 100 people showed up. The fugitives were greeted by “smiling undercover officers” carrying electronics boxes and other undercover officers holding balloons. They were then led into a warehouse where their pictures were taken, identities confirmed and handcuffs slapped on, according to a news release.
