Sheriff Launches Sex Offender Halloween Initiative

The Cook County Sheriff has launched a Halloween initiative Wednesday.

The Cook County Sheriff's Department launched a Halloween initiative Wednesday to make sure that registered sex offenders were in compliance.

Patch published a map of where sex offenders live in Park Ridge earlier this month and a list of where sex offenders live in Niles and Morton Grove.

Officers conducted un-scheduled address verification premise checks for sex offenders in Cook County and Ford Heights, a press release states.

Last month, registered sex offenders were sent a letter advising them of their duty to report to the sheriff's department headquarters in Maywood on Halloween between 3 p.m. and 8 p.m. The time was chose because it corresponded to traditional trick-or-treating hours, a press release stated.

During the scheduled reporting time, all sex offenders will participate in the following activities:

  • Re-registered (providing all current personal information)
  • Re-photographed (current photo)
  • A CCSPD Sex Offender Law Tutorial video, will be viewed by each sex offender (30 minutes)

Sex offenders have the lowest recidivism rate of all criminals except murderers, according to dozens of university, federal and state studies. Not all sex offenders have victimized children, and over 1/3 of sex crimes perpetrated against children are committed by other children. 95% of kids are abused by family or friends who aren't on the registry. Dr. Jill Levenson’s 2009 study, “How Safe are Trick-or-Treaters: Child Sex Crime Rates on Halloween?” found that non-familial child sexual abuse accounted for less than .2% on Halloween. Why is law enforcement spreading such glaring myths, and why is the media latching on??

Shana, If your information on recidivism is correct, which it's not, then the obvious attention and efforts put upon these sex offenders is keeping them from re-offending. By the way, the reason for the extra focus on Halloween is because there are more children going door to door which gives more opportunities to these 'people' to make more victims. As for your .2% number, how would like your child to be among that .2%? Further response to your numbers, 86.2% of statistics are made up. I'll end my disdain for your defense of these vile creatures by stating this, no matter who the victim is or the age of the victim, sex crimes do more than physical harm and the emotional damage lasts forever. You, lady, are defending the indefensible.

The highest rate, 88.3%, included prior, undetected sexual offenses confessed by first-time convicts. 4)But Ohio Northern University criminologist Keith Durkin points to anonymous surveys in which sex offenders admit to as many undetected offenses as the number for which they have been caught. He views 50% as a "conservative" estimate for recidivism. 5)Young, violent offenders who suffer from mental illness, use alcohol or drugs and target very young victims "outside their family" pose the biggest risk. kinda blows that 1994 RSOL 5% The government funded witch doctor Levenson's 2009 percentages BS right out the window Uh?

There is a reason Shana screams from Bell towers against sex offender legislation..Her boyfriend is ranked a "sexually violent offender" with his victim being only 6 years old..

Actually she lives in Oneida NewYork , but she slums anywhere the topic of tighter legislation on her precious sex offenders come up..

There are entire Pro-sex offender groups who call themselves "minutemen" they troll for any forum on the topic of sex offender legislation or proposed legislation. They impersonate soccor moms, teachers, therapist and often reduce themselves to even pose as "victims" anything or anyone to verbally oppose existing or proposed restrictions to appear as "Joe Blow" who thinks the Registry and any Sex offender laws should be abolished. Its what they do. Post phoney stats, lie about the "friend" who by the way just happened to "all" had consentual teenage sex or peed on a bush, They are predictable and I can spot them in three post or less at this point. Thier Ultimate goal is to abolish the registry and go back underground. The crimes of many of the posters if the public KNEW what I know would set their hair on fire at the very prospect they are allowed to troll the internet unimpeded with their "woe is me" crap.
