Earlier, the Village of Skokie issued a press release Tuesday that the accident was caused by human error and that, "Village engineers will evaluate the intersection for any safety deficiencies that might have contributed to the crash."

According to Skokie Police Officer Joe Marzigliano, the charges against Goma do not contradict the Village's statement.

"The State's Attorney approves certain charges, and that will all come out in court," Marzigliano said. "Since we weren't at the scene it will depend on witnesses and evidence to determine what happened."

Meanwhile the victim, who was identified as Carter Vo, was out with his bicycle before being hit and killed as a result of the three car crash. He was pronounced dead at 8:18 p.m. Vo was a student at Madison School.

Goma is facing a bond hearing Wednesday morning.
