Wife Sues Police After Man Shot To Death

The wife of the Des Plaines man shot and killed by police in a strip mall on Sunday filed a complaint against the two officers involved in the incident with federal court the following day.

The complaint states that without just cause or just provocation, the defendants, either one or both officers, shot Salgado. The court document also states that the use of deadly force was excessive, unreasonable, unprovoked and unwarranted, and the officers’ actions were in violation of Salgado’s Fourth and Fourteenth Amendments.

The complaint states Tracie Salgado is seeking “fair and reasonable compensatory damages and punitive damages plus attorney’s fees and costs.”

The report did not give details about what happened leading up to the shooting. Salgado was listed as an offender in the report, but a specific crime was not stated.

Police fired in self-defense after Salgado tried running them down with his vehicle, and two officers were on the scene at the time of the incident, the Des Plaines Journal reported.

The Illinois State Police Public Integrity Task Force investigated the incident and released the scene several hours later, Des Plaines police Sgt. Michael Holdman said on Monday. The task force often investigates other agencies when there is a shooting, police stated.

“Police established and secured a perimeter until the Illinois State Police arrived,” said Des Plaines police Sergeant Michael Holdman.

“The investigation is ongoing,” Holdman said.

The incident occurred east of the strip mall that includes the Angel Town preschool and a liquor store, in the strip mall with 7-Eleven, Sunrise Grill and Benedict’s Old Fashion Barber Shop.
