When politicians walk out of meetings, is it strategy or incompetence?

When elected officials flee responsibility, it's not fair to us.

I have noticed an inclination for our elected officials to walk away from debate and disputes. Recent examples include:

-Wisconsin politicians walked out of budget deliberations with Governor Walker. After fleeing their responsibilities they took refuge in Illinois.

-During Congressional Hearings to hold Attorney General Holder in contempt, some members walked out. While departing a few held hands like kindergarden kids on their way to lunch or recess,

-Then we were treated to the Jessie Jackson, Jr. debacle wherein he abandoned his persona of one who represents a Congressional district.

-Additionally the people of Niles were witness to a walk out when some of their trustees and mayor decided to avoid debate at a Village Board Meeting.

I don't know if this behavior is a form of strategy or simply a lack of aptitude. In either case it's not good for their constituents.
