Niles Police responded to a call from someone who found three bags in a parking lot in the 8800 block of Dempster on May 11 just before midnight. At least one bag had electrical tape sticking out of the zipper, which prompted police to call the Cook County Bomb Squad. The bomb squad arrived at 1:25 a.m. on May 13 and determined the bags did not pose a threat. They contained the belongings of a woman in her 60s from Vernon Hills. When police tried to contact her, they were told she is homeless and had not been seen for three years. Police responded May 11 just after 8:15 p.m. to an incident in which a Niles woman, 33, reported that a 61-year-old man, the manager of an apartment building in the 8800 block of Cumberland, Niles, was upset with the fact that children were playing with a ball in the yard. Across the country, police departments honor officers killed in the line of duty at ceremonies on May 15, during National Police Week. In Niles, an honor guard lowered the flag at an 8 a.m. ceremony Tuesday at the Niles Memorial Waterfall at Touhy and Milwaukee Avenues, across from the Niles police station. Niles Police Chief Dean Strzelecki made remarks. The ceremony is personal for the Niles Police Department, which lost one of its officers, Steve Zourkas, several years ago in an on-duty vehicle crash. The Des Plaines man police shot to death in a strip mall in the 1900 block of E. Touhy Avenue on Sunday, May 13 tried to run the officers down with his car after a physical confrontation, forcing the officers to shoot Salgado, Des Plaines police stated in a press release Wednesday. Carlos Salgado, 44, succumbed to his injuries on the scene, the report states. Des Plaines police conducted a traffic stop on the vehicle at approximately 3:12 p.m. on May 13. Salgado was charged with two counts of attempted murder, two counts of aggravated battery and two counts of resisting arrest. Bogdan Serghite, 26, was charged with identity theft, a Class 3 felony, and Catalin Pencic, 36, was charged with knowingly damaging property after a May 8 incident at and near a financial institution in the 8200 block of Golf Road. Both men live at the same address in the 2500 block of West Estes Street, Chicago. The fraud division of the financial institution tipped off Niles police that a skimming device had been installed on an ATM machine, and conducted surveillance. Strzelecki has two words for these considerate people: "Bother me." Especially this weekend, with the NATO Summit taking place in Chicago and demonstrators expected, Strzelecki is asking the public to be eyes and ears for the police department. Tony Fanella always has loved dogs. The Lake County sheriff’s deputy and his sister, Traci Sikorski, grew up with German shepherds in their family. So when the opportunity arose for Fanella to apply for a police K9 partner, he jumped at the chance. Fanella was paired with Sinbad, a smart, loyal German shepherd. They worked together for three years. “These dogs become your best friend,” Fanella said. “You spend more time with them than your family.” Then, in June 2004, Fanella was training with Sinbad when the K9 unexpectedly suffered heat stroke and lost his life. “It was really hard on the whole family,” Sikorski said. “They work with these dogs, they’re home with them. Tracie Salgado is suing Des Plaines police after Carlos Salgado was shot dead shortly after 3 p.m. on Sunday.
The wife of the Des Plaines man shot and killed by police in a strip mall on Sunday filed a complaint against the two officers involved in the incident with federal court the following day. The complaint states that without just cause or just provocation, the defendants, either one or both officers, shot Salgado. The court document also states that the use of deadly force was excessive, unreasonable, unprovoked and unwarranted, and the officers’ actions were in violation of Salgado’s Fourth and Fourteenth Amendments.
