Annual Review Shows One TIF District 'Marginal', the Other Promising

Officials convened yesterday to review financial activity in the village's two tax incremental financing districts.

Village administrators powwowed Tuesday morning to put their financial stethoscopes to the pulse of Morton Grove's tax incremental financing districts. The bill of health wasn't exactly perfect. The Waukegan Road district "a marginal TIF right now," according to Morton Grove Finance Director Ryan Horne. “Financially, it is challenging because we do need one or two more projects in the Waukegan Road TIF for it to be considered a financially healthy TIF,” Horne said at a meeting held yesterday to review both the Waukegan Road and Lehigh-Ferris TIF districts. Low Home Prices Haven’t Spurred Buying Fever

Morgan Grove isn't immune to the market's problems but is doing better than the region overall.

Despite extremely low housing prices, buyers aren't exactly swarming to take advantage of the bargains and lenders remain cautious with their money, according to agencies. In the first quarter of 2011, prices fell to their lowest levels since the beginning of the housing bust, reported the S&P/Case-Shiller housing index. It showed that the U.S. National Home Price Index had declined by 4.2 percent in the first quarter, after it fell 3.6 percent in the last three months of 2010. Overall, the index is down 5.1 percent compared to its level a year ago. “Home prices continue on their downward spiral with no relief in sight,” David M. Officers arrested five people over the past week and logged six incidents of vandalism.

On the road Charles Davis, 23, of Addison was arrested for driving on a suspended driver’s license at the intersection of Dempster Street and Oak Park Avenue after police stopped his vehicle for traffic violations on March 9. Police Commander: Identity Theft Rising

24 cases logged in 2010, more than double '09 number.

Police Commander Michael Fujara said identity theft is on the rise. The Morton Grove Police Department logged 24 incidents of the crime in 2010 -- more that twice the number the department dealt with in 2009, when there were 11 identity theft cases recorded. In 2008 there were 15 occurrences. The crime "occurs when someone uses your personally identifying information, like your name, Social Security number or credit card number, without your permission, to commit fraud or other crimes," according to the Federal Trade Commission. “It’s very difficult” for law enforcement to fight a crime like this, Fujara said, because people often become victims long before they recognize something is awry. Morton Grove Had 71 DUIs, but No Drunken Driving Deaths in 2010

Village overcomes Illinois' 'Fatal Fifteen' reputation for high number of drinking-related deaths.

While the Morton Grove police handled 71 DUI cases in 2010, none of those incidents resulted in fatality, even though a physician-led group recently named Illinois as one of the “Fatal Fifteen” states with the highest number of drunk-driving deaths in the U.S. Every year, the Coalition to End Needless Death on Our Roadways (END) unveils it’s “Fatal Fifteen” list -- a ranking of states with the highest numbers of drunk-driving fatalities. The list calculates the percentage of deadly crashes where a driver involved had a blood alcohol concentration of .08 or more. Illinois is No. 14, at about 35 percent. Officials Move to End Long Drama Over Pesky Home

Decision on repairs or wrecking ball awaited in 5-year fight over abandoned Marmora Avenue eyesore.

A four-man cleaning crew arrived at an abandoned Morton Grove home Friday. The men were met at the door by a mass of garbage, debris and personal belongings so profuse that entering the home and moving about was a daunting task. On Monday, after four days of work, the two-bedroom, single-family home at 9116 N. Marmora Ave. was still a disaster. The walls were yellowed and caved in at various points, the floors--still littered with rubbish--were almost black and mold was visible in many spots throughout the house. Village officials fear that mold has permeated every part of the building, making it uninhabitable.
