Should DUI Alcohol Limit Be Lowered To 0.05 Percent?

The National Transportation Safety Board recommends reducing the limit. Some say it would save lives. Others say it's unreasonable.

  One drink could be the standard for drunken driving – at least for some people if the National Transporation Safety Board has its way. On Tuesday, the NTSB recommended states lower the blood-alcohol threshold for driving under the influence from 0.08 percent to 0.05 percent. About 10,000 deaths a year are related to drunken driving. The NTSB says the lower limit would save 500 to 800 lives a year. Officials at the American Beverage Institute called the proposal "ludicrous." It said the average woman could reach the 0.05 percent limit by having one drink. According to CyberDriveIllinois.com's 2013 DUI Fact Book, there were 10,175 DUI arrests in Cook County in 2011.  DUI facts from CyberDriveIllinois.com:

Driver Sat At Gas Pump Nearly 2 Hours

Police and paramedics aid a woman who had to be taken to the hospital. An arrest is merely an accusation, not evidence of a conviction.

  An employee of a gas station called police March 14 at 7 a.m. to say that a female driver had been parked at a gas pump for between one and two hours. The employee helped her get gas and, after talking to her, felt she was not capable of driving, according to the police report. Police responded to the gas station, in the 6900 block of Milwaukee Avenue, and asked the woman, 26, of Chicago, whether she was all right. According to the report, she stared for a few moments and then asked, "why are you asking me all these questions?" The officer explained he and the employee were concerned about her well-being and ability to drive. Driver Charged in DUI Mistakes Manual for DL

Police had to ask him three times for his driver's license, because he handed over his car manual instead. An arrest is merely an accusation, not evidence of a conviction.

    Bartek Bieszczad, 21, of Park Ridge was charged with DUI March 3 just after 2 a.m. when police observed him driving 51 mph in a 35 mph zone in the 8600 block of Milwaukee Avenue, they said. They followed him and stopped him in the 8300 block of Merrill. When the officer asked for his driver's license and insurance card, Bieszczad handed them the car manual for his vehicle, according to the report. $1,500 Cash, Diamond Rings Go Missing

  A Niles woman, 50, reported to police Jan. 29 she was missing from her purse about $1,500 cash, two gold and diamond rings (one of which was her wedding ring) and a gold chain with a gold cross pendant. She had seen the money in her purse the day before, and the jewelry three days prior. She suspects a 26-year-old female family member, who she says has a key to her home and sometimes stays there, and at other times stays with a boyfriend in Skokie. On Jan. 29, she was in her kitchen and, from the window, saw the 26-year-old outside with her boyfriend. They did not try to come in at that time. Man Arrested Twice In Two Days

He was charged with DUI, then with speeding more than 40 mph over the speed limit. In another incident, police helped a mom and son struggling with custody arrangements. An arrest is merely an accusation, not evidence of a conviction.

  Andrew Galperin, 22, of Wilmette was charged with DUI on Jan. 16, released on an I-bond and, in a separate incident the next day, charged with speeding more than 40 mph over the speed limit. In the first incident, which happened at about 2:20 a.m. Wednesday, police said an intoxicated Galperin accelerated a gray Subaru hatchback out of the driveway of a restaurant in the 9000 block of Milwaukee Avenue so fast that the car's traction system lost control and the car fishtailed. Galperin was trying to go northbound, but the car instead went into the southbound lanes of Milwaukee Avenue. Police Net Arrests During Holiday Enforcement

The Niles Police Department reined in some drivers who were drinking more than a friendly toast to the holidays. Here are details on the number of arrests they made for alcohol and failing to wear a seatbelt.

  The Niles Police Department stepped up enforcement Dec. 17 though New Year's Eve in an effort to prevent holiday-season tragedies on the roads. Here are the results of the enforcement push, called "Drive to Survive": The department made six DUI arrests, three drug arrests and two zero tolerance arrests during the recent “Drive Sober or Get Pulled Over / Click It or Ticket” holiday crackdown, said Sgt. Robert Tornabene.  Nine of the arrests were made after midnight.  In addition, officers wrote 23 seat belt citations--16 during nighttime hours. Gambling Spat Leads To Traffic Stop, DUI

A man was arguing with a female passenger about losing money at the casino. In another incident, a man drove 101 mph down Greenwood, was charged with DUI. An arrest is merely an accusation, not evidence of a conviction.

  Nasanbat Batpurev, 39, of Chicago, was charged with DUI Dec. 19, just after 2:30 a.m., in the 7300 block of Harlem. Police were responding to a call of a battery in progress when they learned the offender had gotten into an SUV and was leaving a parking lot in that block, according to the report. Police stopped him, and they said he told them he had been having an argument with his female passenger, 30, about losing money at the casino. Police noticed an odor of alcohol on his breath, they said, and he told them he had drunk three glasses of wine. He showed impairment on field sobriety tests, according to the report. Woman Charged With DUI, Vodka Present, Police Say

A witness saw the woman hit a parked car, police said. An arrest is merely an accusation and not evidence of a conviction.

  Patricia Kelly, 59, of Niles was charged with DUI Dec. 5 just after 11 a.m.  Police reponded to a parking lot in the 7100 block of Milwaukee Avenue, where a witness told an officer that a woman, later identified as Kelly, hit an unoccupied parked car in the parking lot, then moved her car and went into a store, according to the report. When the driver of the damaged vehicle returned to her car, the witness told her what had happened and the two of them then observed Kelly exit the drug store with a bottle of vodka in a plastic drugstore bag; she attempted to enter another vehicle before subsequently finding her own, according to the report. Driving On Shredding Tire, Man Charged In DUI

  Georghe Sas, 31, of North Drake Street, Chicago, was charged with DUI Nov. 25 just before midnight at Milwaukee Avenue and Birchwood. Police said an officer on patrol observed Sas' car, with a right rear tire that was flat and shredding, driving southbound on Milwaukee Avenue. When they pulled over the driver, later identified as Sas, they said he told them he knew the tire was coming off, and he was driving on the rim, but he intended to drive home on it. The officer said Sas had the odor of alcohol on his breath and showed impairment on field sobriety tests. After Shoving Woman, Damaging Car, Man Charged With DUI

The woman had a cut on her lip and the man admitted kicking a car and causing a dent. An arrest is merely an accusation and does not indicate a conviction.

  Lee J. Lee, 21, of Buffalo Grove, was charged with DUI Nov. 16 just before 11 p.m. Officers responded to a parking lot in the 9300 block of Milwaukee Avenue for a report of an intoxicated person damaging another person's vehicle by kicking it. Lee told the officer he had kicked the vehicle, was sorry for what he had done, and wanted to pay for the damage, according to the report; police said Lee had the odor of alcohol on his breath, spoke in a slurred manner and had trouble standing unsupported. Witnesses said Lee and a woman, later identified as a 21-year-old from Niles, had been physically fighting, and police said the woman had a fresh, bleeding cut on her lip.
